Job description of a speech therapist teacher at a preschool educational institution

1. General Provisions

1.1. This job description for a preschool teacher-speech therapist was developed in accordance with the Professional Standard “01.001 Teacher (pedagogical activities in the field of preschool, primary, basic and secondary general education) (educator, teacher)”, approved by order of the Ministry of Labor and Social Protection of the Russian Federation No. 544n dated October 18, 2013 .; taking into account the draft Order of the Ministry of Labor and Social Protection of the Russian Federation “On approval of the professional standard “Teacher-defectologist (teacher-speech therapist, teacher of the deaf, oligophrenopedagogist, tiflopedagogist)”, prepared by the Ministry of Labor of Russia on September 15, 2021; taking into account the Federal State Educational Standard for preschool education, approved by Order of the Ministry of Education and Science of Russia dated October 17, 2013 No. 1155; Federal Law No. 273-FZ of December 29, 2012 “On Education in the Russian Federation”; Labor Code of the Russian Federation and other regulations governing labor relations between employee and employer.

1.2. A person with higher education with a specialist or master's level in the field of defectology or higher education with a specialist or master's level and professional retraining in the field of speech therapy is appointed to the position of a speech therapist teacher without presenting requirements for work experience.

1.3. Special conditions for permission to work are:

  • undergoing mandatory preliminary (upon employment) and periodic medical examinations, as well as extraordinary medical examinations in the manner established by the legislation of the Russian Federation;
  • availability of a personal medical record with the results of medical examinations and laboratory tests, information on vaccinations, previous infectious diseases, and the completion of professional hygienic training and certification with permission to work;
  • no restrictions on employment in the field of education, upbringing, and development of minors established by Article 351.1 of the Labor Code of the Russian Federation.

1.4. A speech therapist teacher belongs to the category of specialists and is appointed and dismissed by the head of a preschool educational institution in the manner prescribed by the legislation of the Russian Federation.

1.5. The speech therapist teacher reports directly to the head of the preschool educational institution.

1.6. A preschool speech therapist should know:

  • legislation on the rights of the child, on the rights of persons with disabilities;
  • laws and other normative legal acts regulating educational activities;

  • patterns and stages of speech development, language norms, options for their violation;
  • content and technology of speech therapy classes;

1.7. A preschool speech therapist teacher must be able to:

  • plan the content and carry out the continuous educational process in accordance with general education programs and (or) speech therapy programs;
  • determine the forms, methods, techniques and means of organizing the activities of persons with speech impairments to master educational programs and (or) speech therapy programs;
  • determine the volume, content, target orientation and conditions for the implementation of the educational program and (or) speech therapy assistance program, taking into account the special educational and socio-communicative needs, individual characteristics of persons with speech disorders;
  • organize the activities of persons with speech impairments to implement educational programs and (or) speech therapy assistance programs (in individual or group form) in accordance with their age, special educational needs and individual characteristics;
  • develop and implement, together with parents (legal representatives), an individual educational route for a person with speech impairments, taking into account his age and individual capabilities;
  • use ICT competencies necessary for planning, implementation and evaluation of educational and speech therapy work with persons with speech impairments, taking into account their age, special educational and socio-communicative needs, individual characteristics;
  • use speech therapy technologies to implement the correctional and developmental orientation of the educational process, taking into account the special educational needs, individual characteristics of various categories of children with speech disorders;
  • apply speech therapy technologies to support persons with speech disorders in the system of comprehensive rehabilitation;
  • plan and organize various types of independent activities of persons with speech impairments;
  • use technologies to develop motivation in persons with speech impairments for quality education, personal development, mastery of competencies necessary for human life in society, social adaptation, taking into account their special educational needs and individual characteristics;
  • use the content, forms, methods and means of ongoing control and monitoring, allowing to assess the development of educational programs and (or) speech therapy programs by persons with speech impairments, to determine further educational trajectories, taking into account the special educational and socio-communicative needs, individual characteristics of persons with speech impairments ;
  • apply educational technologies taking into account the special educational needs and individual characteristics of students with speech impairments;
  • use inclusive education technologies;
  • interact with specialists who provide comprehensive support for people with speech impairments in health care, social protection, culture, sports, and law enforcement organizations;
  • interact with the media and public organizations to promote a tolerant attitude towards persons with speech impairments and their families;
  • use literate, clear, expressive, spelling-correct speech;
  • maintain regulatory documentation, including electronic document management;
  • comply with legal, moral and ethical standards, requirements of professional ethics.

1.8. A speech therapist teacher must be trained and have the skills to provide first aid to victims, know the requirements of anti-terrorism protection, evacuation routes, in the event of a threat or commission of a terrorist act, or other crisis situation, comply with the norms of the anti-crisis action plan in an emergency situation, orders of the head and those responsible for fire safety, anti-terrorist protection.

2. Job responsibilities

A preschool speech therapist teacher performs the following duties:

2.1. As part of its generalized labor function of training, education, correction of developmental disorders and social adaptation of students with severe speech impairments:

2.1.1. Carries out activities that are aimed at maximizing the correction of developmental deficiencies in kindergarten students with speech impairments.

2.1.2. Contributes to the formation of a general personal culture and socialization of preschool children.

2.1.3. Analyzes documents of persons with speech impairments, prepared by health care, social protection, education, culture, sports, and law enforcement organizations.

2.1.4. Conducts diagnostics of speech disorders, speech therapy examination taking into account the age and individual characteristics of pupils with speech disorders.

2.1.5. Determines the type of educational program and (or) option for providing speech therapy assistance, taking into account the special educational and socio-communicative needs, individual characteristics of persons with speech disorders.

2.1.6. Provides a special educational environment for the implementation of the special educational needs of pupils with speech impairments and the development of competencies necessary for human life in society.

2.1.7. Conducts the recruitment of groups for classes, taking into account the psychophysical state of pupils of a preschool educational institution.

2.1.8. Plans and conducts lessons, speech therapy group (subgroup) and individual lessons, taking into account the special educational and social-communicative needs, individual characteristics of students with speech disorders.

2.1.9. Carries out systematic monitoring and assessment of the achievements of pupils with speech impairments in the planned results of training and education.

2.1.10. Consults parents (legal representatives) and family members of pupils with speech impairments on issues of family education, choosing an educational route and changing it at different stages of education, social adaptation, and carrying out correctional and developmental work in a family setting.

2.1.11. Consults educators and teaching staff involved in the implementation of educational processes, social adaptation, and rehabilitation of students with speech disorders.

2.1.12. Implements measures to prevent speech disorders, as well as diseases, developmental difficulties and social adaptation of pupils with speech disorders

2.1.13. If necessary, refers kindergarten students for consultation to psychological, medical and medical-pedagogical centers.

2.1.14. Draws up program and methodological documentation, determined in accordance with federal, regional and local regulations and reflecting the implementation of educational programs for training, education, correction of developmental disorders, social adaptation and (or) speech therapy programs, taking into account the special educational needs of persons with speech disorders.

2.1.15. Draws up a conclusion based on the results of a speech therapy examination of preschool children and brings it to the attention of teachers and parents (legal representatives).

2.2. Participates in the work of pedagogical, methodological councils, other forms of methodological activity, in the preparation and conduct of parent meetings, recreational, educational and other events provided for by the educational program.

2.3. Systematically improves his professional qualifications and pedagogical level through courses and seminars.

2.4. Treats every preschool child with respect and care, shows restraint and pedagogical tact in communicating with children and their parents.

2.5. Ensures the protection of the life and health of kindergarten students during the educational process.

2.6. Provides a favorable emotional and psychological climate in children and adults.

3. Rights

A teacher-speech therapist, within the limits of his competence, has the right:

3.1. Take direct part in:

  • development of educational policy and strategy of a preschool educational institution, in the creation of relevant documents;
  • preparation and activities of the council of teachers, methodological associations;
  • all competitions in kindergarten, district, city;
  • innovative and experimental activities of preschool educational institutions;
  • seminars, trainings organized on the basis of a preschool institution and an information and methodological center.

3.2. Determine the direction of pedagogical activity, taking into account the individual characteristics of kindergarten students, as well as their creative abilities.

3.3. Use a pedagogically sound choice of forms, means and methods of teaching, based on psychophysical expediency within the framework of federal state requirements for the structure of the basic general education program of preschool education.

3.4. Make competent proposals for improving the educational work of preschool educational institutions.

3.5. Improve your skills and constantly educate yourself.

3.6. Receive advice from the deputy head of medical and medical care and other specialized specialists in the kindergarten.

3.7. In agreement with the immediate supervisor, involve other employees of the preschool educational institution in solving the tasks assigned to him.

3.8. Other rights that are provided for by the Labor Code of the Russian Federation, the Law of the Russian Federation “On Education”, regional laws, as well as the Charter of the institution and the Internal Labor Regulations.

4. Responsibility

4.1. The kindergarten teacher-speech therapist bears personal responsibility for the safety of the life and health of each child in the process of educational activities of the preschool educational institution.

4.2. A speech therapist at a preschool educational institution is responsible for the safety of household equipment, play equipment and property of the preschool institution located at the workplace.

4.3. For non-fulfillment or improper fulfillment without good reason of the Charter and Internal Labor Regulations of the preschool educational institution, legal orders of the head and other approved local regulations, this job description of a teacher-speech therapist of a kindergarten, including for failure to use the granted rights, the teacher-speech therapist bears disciplinary liability in the manner prescribed by Russian labor legislation. For gross violation of labor duties, dismissal may be applied as a disciplinary punishment.

4.4. For the use, including one-time use, of educational methods that are associated with physical or mental violence against the child’s personality, a teacher-speech therapist may be dismissed from his position in accordance with labor legislation and the Law of the Russian Federation “On Education”. Dismissal for this offense is not a disciplinary measure.

4.5. For violation of fire safety rules, sanitary and hygienic rules for organizing the educational process, the teacher-speech therapist will be brought to administrative responsibility in the manner and in the cases provided for by the administrative legislation of the Russian Federation.

4.6. For culpable infliction of damage to a preschool educational institution or participants in the educational process in connection with the performance or failure to perform their official duties, the preschool teacher-speech therapist bears financial liability in the manner and within the limits established by labor or civil legislation.

5. Relationships. Relationships by position

Speech therapist at preschool educational institution:

5.1. Works in a normal working day according to an approved schedule based on a 20-hour work week, self-planning and reporting of activities, participation in mandatory planned activities of preschool educational institutions for which production standards are not established.

5.2. Independently draws up a work plan for each year, six months and monthly. Plans are coordinated with the head of the psychological and pedagogical service, the deputy head for educational work and approved by the head of the preschool educational institution.

5.3. Provides the head of the service, the deputy head for educational work with a written report on the work done for each half-year and at the end of the year.

5.4. Receives information of a regulatory, legal, organizational and methodological nature from the head of the preschool educational institution, deputy head and head of the teaching staff, and gets acquainted with the necessary documentation against signature.

5.5. Constantly exchanges information on issues directly related to his activities with service employees and teaching staff.

5.6. Notifies the head of the preschool educational institution about the occurrence of difficulties in work.

6. Procedure for approving and changing job descriptions

6.1. Changes and additions to the current job description are made in the same order in which the job description is adopted.

6.2. The job description comes into force from the moment of its approval and is valid until it is replaced by a new job description.

5. RESPONSIBILITY. The speech therapist teacher bears personal responsibility for the safety of the life and health of children in the classroom.
