This job description was developed and approved in accordance with the provisions of the Labor Code of the Russian Federation, Federal Law dated December 29, 2012 N 273-FZ “On Education in the Russian Federation”, section “Qualification characteristics of positions for education workers” of the Unified Qualification Directory of Positions of Managers, Specialists and Employees , approved by order of the Ministry of Health and Social Development of Russia dated August 26, 2010 N 761n, and other regulations governing labor relations.

General provisions

1.1. A teacher-defectologist is a pedagogical worker and is directly subordinate to [name of the position of the immediate supervisor].

1.2. A person with a higher professional education in the field of defectology is accepted for the position of a teacher-defectologist, without presenting requirements for work experience.

1.3. For the position of teacher-defectologist in accordance with the requirements of Art. 331 of the Labor Code of the Russian Federation, a person is appointed:

- not deprived of the right to engage in teaching activities in accordance with a court verdict that has entered into legal force;

- does not have or has not had a criminal record, has not been or has not been subject to criminal prosecution (with the exception of persons against whom criminal prosecution has been terminated on rehabilitative grounds) for crimes against life and health, freedom, honor and dignity of the individual (with the exception of illegal placement in a psychiatric hospital, slander and insults), sexual integrity and sexual freedom of the individual, against family and minors, public health and public morality, the foundations of the constitutional order and state security, as well as against public safety;

- does not have an unexpunged or outstanding conviction for intentional grave and especially grave crimes;

- not recognized as legally incompetent in the manner prescribed by federal law;

- does not have diseases included in the list approved by the federal executive body exercising the functions of developing state policy and legal regulation in the field of healthcare.

1.4. A teacher-defectologist is appointed to the position and dismissed from it by order of [name of the manager’s position].

1.5. A teacher-defectologist should know:

— priority directions for the development of the educational system of the Russian Federation;

— laws and other regulatory legal acts regulating educational, physical education and sports activities;

— Convention on the Rights of the Child;

— developmental and special pedagogy and psychology;

— anatomical, physiological and clinical foundations of defectology;

— methods and techniques for preventing and correcting deviations in the development of students and pupils;

— normative and methodological documents on issues of professional and practical activity;

— program and methodological literature on working with students and pupils with developmental disabilities;

— the latest achievements of defectological and pedagogical sciences;

— labor protection and fire safety rules;

— theory and methods of managing educational systems;

— modern pedagogical technologies for productive, differentiated, developmental education, implementation of a competency-based approach;

- methods of persuasion, argumentation of one’s position, establishing contacts with students, pupils of different ages, their parents (persons replacing them), work colleagues;

— technologies for diagnosing the causes of conflict situations, their prevention and resolution;

— fundamentals of ecology, economics, sociology;

— labor legislation;

— basics of working with text editors, spreadsheets, email and browsers, multimedia equipment;

— internal labor regulations of the educational organization;

— labor protection and fire safety rules.

1.6. A teacher-defectologist is prohibited from:

— provide paid educational services to students in this organization, if this leads to a conflict of interests of the teacher-defectologist;

- use educational activities for political agitation, forcing students to accept political, religious or other beliefs or renounce them, to incite social, racial, national or religious hatred, for agitation promoting the exclusivity, superiority or inferiority of citizens on the basis of social, racial, national, religious or linguistic affiliation, their attitude to religion, including by communicating to students false information about the historical, national, religious and cultural traditions of peoples, as well as to induce students to take actions contrary to the Constitution of the Russian Federation.

Job responsibilities

Teacher-defectologist:

2.1. Carries out work aimed at maximizing the correction of developmental deficiencies in students, pupils with developmental disorders, including those in special (correctional) educational organizations created for students, pupils with disabilities (for the deaf, hard of hearing and late-deafened, blind, visually impaired and late-blind children, children with severe speech impairments, musculoskeletal disorders, mental retardation, mentally retarded and other children with disabilities).

2.2. Conducts examinations of students and pupils, determines the structure and severity of their developmental disorders.

2.3. Completes groups for classes, taking into account the psychophysical state of students and pupils.

2.4. Conducts group and individual classes to correct developmental deficiencies and restore impaired functions.

2.5. Works closely with teachers, educators and other educational staff, attends classes and lessons.

2.6. Consults teaching staff and parents (persons replacing them) on the use of special methods and techniques to assist children with disabilities.

2.7. Maintains necessary documentation.

2.8. Promotes the formation of a general personal culture, socialization, conscious choice and mastery of professional programs.

2.9. Implements educational programs.

2.10. Studies the individual characteristics, abilities, interests and inclinations of students and pupils in order to create conditions to ensure their development in accordance with the age norm, the growth of their cognitive motivation and the formation of educational independence, the formation of competencies, using a variety of forms, techniques, methods and means of teaching, modern educational technologies, including information and digital educational resources, ensuring the level of training of students and pupils that meets the requirements of the federal state educational standard, federal state requirements.

2.11. Conducts training sessions based on achievements in the field of methodological, pedagogical and psychological sciences, developmental psychology and school hygiene, as well as modern information technologies.

2.12. Respects the rights and freedoms of students and pupils, ensures the protection of the life and health of students and pupils during the educational process.

2.13. Participates in the work of pedagogical, methodological councils, other forms of methodological work, in the work of holding parent meetings, recreational, educational and other events provided for by the educational program, in organizing and conducting methodological and advisory assistance to parents (persons replacing them).

2.14. Complies with labor protection and fire safety regulations.

2.15. Carries out its activities at a high professional level in accordance with the approved work program.

2.16. Complies with legal, moral and ethical standards, follows the requirements of professional ethics.

2.17. Respects the honor and dignity of students and other participants in educational relations.

2.18. Develops students' cognitive activity, independence, initiative, creativity, forms a civic position, the ability to work and live in the modern world, and forms a culture of healthy and safe lifestyle in students.

2.19. Applies pedagogically sound forms, methods of teaching and education that ensure high quality education.

2.20. Takes into account the peculiarities of the psychophysical development of students and their state of health, complies with the special conditions necessary for obtaining an education by persons with disabilities, and interacts, if necessary, with medical organizations.

2.21. Systematically improves his professional level.

2.22. Passes certification for suitability for the position held.

2.23. In accordance with labor legislation, pre-employment and periodic medical examinations are carried out, as well as extraordinary medical examinations at the direction of the employer.

2.24. Undergoes training and testing of knowledge and skills in the field of labor protection.

2.25. Complies with the Charter of the educational organization, the regulations on the specialized structural educational unit of the organization providing training, and internal labor regulations.

What education does a defectologist need?

It is possible to obtain education as a defectologist at pedagogical universities (specialty code 44.03.03). A teacher-defectologist has the right:

3.1. All social guarantees provided for by the legislation of the Russian Federation, including:

- for reduced working hours;

— for additional professional education in the profile of teaching activity at least once every three years;

— for the annual basic extended paid leave, the duration of which is determined by the Government of the Russian Federation;

- for a long vacation for a period of up to one year at least every ten years of continuous teaching work;

— for early assignment of an old-age labor pension;

— for the provision of residential premises out of turn under a social tenancy agreement (if the employee is registered as needing residential premises);

— for the provision of residential premises in a specialized housing stock;

— to provide compensation for expenses for living quarters, heating and lighting [for those living and working in rural settlements, workers’ settlements (urban-type settlements)];

- to pay additional expenses for medical, social and professional rehabilitation in cases of health damage due to an industrial accident and occupational disease.
